HYDERABAD: Be it the shortage of doctors or lack of proper facilities the number of surgeries performed at government medical colleges in Telangana is significantly lower than those performed in neighbouring Andhra Pradesh. The two procedures where the difference is significant are knee replacement and bypass surgeries. According to official records government teaching hospitals in Telangana saw only 26 bypass surgeries being performed in 2017 even as the count in AP hospitals was a staggering 406. While medical facilities in Telangana are better than in AP the former has more corporate hospitals. He however dismissed lack of staff as a reason for this disparity. Staff shortage is not a major reason as we perform a lot of surgeries in other specialisations apart from orthopaedics and cardiology he said. Underplaying the issue K Ramesh Reddy director of medical education (DME) said that there are 133 specialisations including paediatrics wherein operations can be performed only in government hospitals for patients to avail of the Arogyasri scheme. In these departments he said the count of surgeries in Telangana is way higher. Between January and December we have performed a total of 77 915 major surgeries and another 1 77 986 minor surgeries across teaching hospitals in Telangana. The same trend continues in the outpatient and inpatient departments where we treated scores of patients in 2017 said Ramesh Reddy adding that lot of neurological and plastic surgeries and renal transplants among others have been performed in these facilities. Raising their concern over the disparity house surgeons said that it limits their scope for hands-on experience. KADAPA : Five bloated bodies of suspected red sanders smugglers were fished out of a lake near Vontimitta on Kadapa-Tirupati highway in Andhra Pradesh on Sunday just 48 hours after a gang allegedly wriggled out of police clutches metres away from the site. Police said identity or cause of death is not known but suspect the deceased could be from Tamil Nadu. New Delhi: The proposed petrochemical complex at Kakinada in Andhra Pradesh a joint project of GAIL and HPCL seems to have hit a roadblock with the Centre asking the state government to pay Rs 5 000 crore upfront in the form of viability gap funding (VGF).Establishing a greenfield crude oil refinery and petrochemical complex has been mandated under Schedule XIII of the Andhra Pradesh Reorganisation Act 2014 which paved the way for the creation of Telangana state.The complex at Kakinada East Godavari district is proposed to be jointly set up by GAIL and HPCL both central PSUs.After a feasibility study by Engineers India Ltd GAIL and HPCL signed a memorandum of understanding with the AP government during the Partnership Summit in January 2017 for setting up the 1.5 MMTPA petrochemical complex on a 2 000-acre site in the Kakinada Special Economic Zone.But the Rs 30 000-crore project did not take off with the Centre and the state squabbling over the VGF said a top official.The proposed complex with a cracker unit was supposed to produce ethylene and its derivatives. SBI Caps did a preliminary financial appraisal and concluded that with a debt-equity ratio of 2:1 the project will yield internal rate of return of 9.8 per cent as against the hurdle rate (the minimum rate of return on a project) of 15 per cent. To bridge this gap viability gap funding in the form of an interest-free loan of Rs 1 438 crore per year has been suggested for a 15 year period beginning from the Project Zero date the official told PTI.Following a meeting between Chief Minister Chandrababu Naidu and GAIL authorities it was decided that SBI Caps would revise the financial model pegging down the power and water supply rates he said.Besides an upfront VGF payment as soft loan was also agreed to be examined taking different IRRs (internal rates of return). The detailed techno-commercial report for this project was still being prepared he added. The AP government has requested the Centre to reduce the IRR to 10-12 per cent on the lines of HPCL s Barmer refinery in Rajasthan. For the Barmer refinery the VGF has been reduced from Rs 3 736 crore to Rs 1 123 crore per annum adjusting the IRR to 12 per cent. But the Centre has been insisting that we chip in with a VGF of Rs 5 000 crore the senior official involved in the project pointed out.Naidu during his visit to New Delhi in January took up the issue with Petroleum Minister Dharmendra Pradhan and expressed the state government s inability to foot the VGF bill. He wanted the petroleum ministry to take up the burden. We are awaiting a response from the Centre to our plea the official added.Meanwhile the state government also suggested an alternative location for the proposed project. Instead of Kakinada we proposed that the cracker unit be set up at the upcoming Machilipatnam Port which is closer to the state capital Amaravati. This will help in economic development of the region. The Centre is yet to respond even to this plea said the official.

Sources said payments for works done on a slew of projects including Polavaram irrigation project to those in new capital Amravati are pending as the costs have gone up and the Centre is not willing to provide the funds as per the revised estimates. YSRCP the main political opponent of TDP has declared that its MPs will quit if Andhra Pradesh is not given special status by April 5. While both parties are aware that the 14th Finance Commission has made it clear that no state can be given special status it has not prevented them from raking up this issue. However YSRCP has been alleging that TDP has been unable to get funds for AP from the Centre despite being a part of the NDA. This has made TDP up the ante against the Centre sources said. Sources said while a pre-poll alliance with BJP does not suit either TDP or YSRCP things would be different after elections. New Delhi: The proposed petrochemical complex at Kakinada in Andhra Pradesh a joint project of GAIL and HPCL seems to have hit a roadblock with the Centre asking the state government to pay Rs 5 000 crore upfront in the form of viability gap funding (VGF).Establishing a greenfield crude oil refinery and petrochemical complex has been mandated under Schedule XIII of the Andhra Pradesh Reorganisation Act 2014 which paved the way for the creation of Telangana state.The complex at Kakinada East Godavari district is proposed to be jointly set up by GAIL and HPCL both central PSUs.After a feasibility study by Engineers India Ltd GAIL and HPCL signed a memorandum of understanding with the AP government during the Partnership Summit in January 2017 for setting up the 1.5 MMTPA petrochemical complex on a 2 000-acre site in the Kakinada Special Economic Zone.But the Rs 30 000-crore project did not take off with the Centre and the state squabbling over the VGF said a top official.The proposed complex with a cracker unit was supposed to produce ethylene and its derivatives. SBI Caps did a preliminary financial appraisal and concluded that with a debt-equity ratio of 2:1 the project will yield internal rate of return of 9.8 per cent as against the hurdle rate (the minimum rate of return on a project) of 15 per cent. To bridge this gap viability gap funding in the form of an interest-free loan of Rs 1 438 crore per year has been suggested for a 15 year period beginning from the Project Zero date the official told PTI.Following a meeting between Chief Minister Chandrababu Naidu and GAIL authorities it was decided that SBI Caps would revise the financial model pegging down the power and water supply rates he said.Besides an upfront VGF payment as soft loan was also agreed to be examined taking different IRRs (internal rates of return). The detailed techno-commercial report for this project was still being prepared he added. The AP government has requested the Centre to reduce the IRR to 10-12 per cent on the lines of HPCL s Barmer refinery in Rajasthan. For the Barmer refinery the VGF has been reduced from Rs 3 736 crore to Rs 1 123 crore per annum adjusting the IRR to 12 per cent. But the Centre has been insisting that we chip in with a VGF of Rs 5 000 crore the senior official involved in the project pointed out.Naidu during his visit to New Delhi in January took up the issue with Petroleum Minister Dharmendra Pradhan and expressed the state government s inability to foot the VGF bill. He wanted the petroleum ministry to take up the burden. We are awaiting a response from the Centre to our plea the official added.Meanwhile the state government also suggested an alternative location for the proposed project. Instead of Kakinada we proposed that the cracker unit be set up at the upcoming Machilipatnam Port which is closer to the state capital Amaravati. This will help in economic development of the region. The Centre is yet to respond even to this plea said the official.
NEW DELHI: The differences between BJP and TDP show no signs of abating with the former being secure that Andhra Pradesh chief minister N Chandrababu Naidu does not have any option of an alliance outside the NDA and the saffron party keeping the doors open for Jagan Mohan Reddy-led YSRCP to walk in post Lok Sabha elections if it needs the numbers. TDP is in a fix over the Narendra Modi government refusing to play ball on several promises made by the previous Manmohan Singh-led dispensation when Andhra Pradesh was bifurcated to form Telangana. Sources said payments for works done on a slew of projects including Polavaram irrigation project to those in new capital Amravati are pending as the costs have gone up and the Centre is not willing to provide the funds as per the revised estimates. YSRCP the main political opponent of TDP has declared that its MPs will quit if Andhra Pradesh is not given special status by April 5. While both parties are aware that the 14th Finance Commission has made it clear that no state can be given special status it has not prevented them from raking up this issue. However YSRCP has been alleging that TDP has been unable to get funds for AP from the Centre despite being a part of the NDA. This has made TDP up the ante against the Centre sources said. BJP has not been very forthcoming on the demands being made by TDP in the last four years. Home minister Rajnath Singh had made a call to Naidu but that was only to reassure him. Even BJP chief Amit Shah has not discus sed any of the demands in his conversation with Naidu and only promised to look into the issues a TDP leader said. Modi has entrusted Shah and finance minister Arun Jaitley with the task of dealing with the TDP demands. Jaitley has loosened his purse strings on some occasions for Andhra Pradesh but the amount given has been highly insufficient TDP leaders said. The Modi government has a clear majority on its own in the Lok Sabha and this does not give TDP much bargaining power as an NDA partner. Moreover with Congress now a weak force in AP- 174 of its 175 candidates lost their deposit in the last Assembly elections in 2014- BJP has the option of having a post-poll tie-up with YSRCP. Sources said while a pre-poll alliance with BJP does not suit either TDP or YSRCP things would be different after elections. Jagan may antagonise his Christian and Dalit voters if he has a pre-poll tie-up with BJP. YSRCP is in touch with BJP brass in Delhi sources said.
