Justin Trudeau, Modi no-show and the protocol conundrum

NEW DELHI: Canadian Prime Minister Justin Trudeau is set to meet Punjab chief minister Amarinder Singh on Wednesday after reaching out to him in an apparent attempt at pacifying him over the issue of his country s alleged abetment of Sikh radicalism. The Canadian envoy to India was despatched on Sunday to set up a meeting with the Punjab CM even as Trudeau spent the day with his family at the Taj Mahal ET has learnt. Trudeau is scheduled to be in Punjab on Wednesday for a visit to the Golden Temple. Singh tweeted on Monday: Look forward to meeting Canadian Prime Minister @JustinTrudeau in Amritsar on Wednesday. Capt.Amarinder Singh (@capt_amarinder) February 19 2018 The Punjab CM had earlier accused Indian-origin members of Trudeau s cabinet of maintaining links with Sikh separatists and the issue threatened to loom large over the Canadian PM s ongoing visit as well as Indo-Canadian bilateral ties. Singh had refused to meet the Canadian defence minister Harjit Sajjan last year on the same grounds. The issue is expected to figure prominently in Trudeau s talks with Prime Minister Narendra Modi as well when the two meet on Friday. On Sunday behind the scenes efforts were being made to extend an olive branch from the Canadian PM to the Punjab CM people aware of the development told ET. They said these efforts were led by the Canadian defence minister Sajjan whose links with Sikh radicals have been closely monitored in India. The Punjab CM had accused a number of ministers in the Trudeau cabinet of being sympathisers of Sikh radicals and he had been the most vocal in charging the Canadian government with stoking extremism among Canada s Sikh community. His comments found support from the security establishment at the Centre which has been closely following revival of Sikh radicalism on Canadian soil. India took note of Trudeau s appearances at events where Sikh separatist leaders were also present and the issue was raised in private conversations between Modi and Trudeau the people cited earlier said. A motion in the Ontario legislature last year to label anti-Sikh riots at the Golden Temple in 1984 as a genocide and recent decisions by more than a dozen Canadian gurdwaras to ban entry to Indian diplomats in their official capacity fuelled India s concerns over growing radicalism in Canada. Trudeau and his ministers including Sajjan had been seeking to allay India s concerns but without much success so far.
Canadian Prime Minister Justin Trudeau s first official visit to India has not been the love fest many expected it to be. Instead it has led to speculation in the media both in Canada and India that the Indian government accorded him a lukewarm reception because of his alleged support of Sikh separatist Khalistani groups in his country.The speculation started when Trudeau was received at Delhi airport on Saturday night by Minister of State for Agriculture Gajendra Singh Shekhawat. This was in stark contrast to Prime Minister Narendra Modi personally greeting global leaders on the tarmac with a bear hug as he did when Israeli Prime Minister Benjamin Netanyahu arrived in January. Modi who is in Karnataka also did not meet Trudeau when the latter visited the prime minister s home state of Gujarat on Monday. The two leaders are scheduled to meet only on Friday at the end of Trudeau s week-long visit. The media also noted that Uttar Pradesh Chief Minister Adityanath did not greet the Canadian leader when he visited the Taj Mahal with his family on Sunday.However former Indian high commissioner to Canada Vishnu Prakash denied the government had snubbed Trudeau. In an interview to Scroll.in he said the government had followed protocol and extended all due courtesy to the visiting leader. But he admitted there was concern in India over the Trudeau government s wooing of Sikhs in Canada as this had emboldened Khalistani elements working against India.Edited excerpts from the interview:The fact that the Canadian prime minister was welcomed at the airport by a junior minister in the Narendra Modi cabinet seems to have prompted some commentary both in the Canadian press and the Indian media that this was a snub. How do you look at it?There is no snub whatsoever by any stretch of the imagination. Prime Minister Justin Trudeau is an esteemed guest. He is on a state visit. He is here on the invitation of Prime Minister Narendra Modi and he has been accorded all due courtesy as per protocol.Not just in India but the world over the standard protocol is that a minister of state receives a head of government while it is a cabinet minister in the case of a visiting head of state. India has accorded every courtesy and gone by protocol in warmly welcoming every guest.Be that as it may is everything alright between the Indian and Canadian governments in light of Trudeau s politics and what we see happening in Canada for example the Ontario Provincial Parliament s adoption last year of a resolution terming the 1984 anti-Sikh riots in India a genocide?This relationship is important to both countries. We are both G20 countries Canada is also part of the G7. We have complementary economies we have similarities like democracy rule of law a vibrant diversity the Indian diaspora. The relationship is good. There are a number of areas where we are doing well. It is not just a one-issue relationship. The countries have invested a lot of political capital diplomatic capital It was important it is important and it continues to be important.On the other hand there is certainly concern in fact major concern in India about the nature of vote-bank politics in Canada. We are also a democracy a multi-ethnic society so we understand vote-bank politics. There is no difficulty whatsoever on the matter of the Canadian leadership cultivating segments of its own populace or in particular courting the Sikh vote within gurdwaras. This is all a part of politics in any democracy.What we are concerned about is that successive Canadian governments in general and the Liberal government headed by Trudeau in particular have gone beyond the needs of political arithmetic and have been courting or mollycoddling radical elements Khalistani elements in particular.And there are these incidents you mentioned: the Liberal government in the Ontario Provincial Parliament passing a resolution terming the 1984 riots a genocide Trudeau appearing on Khalistani platforms with Khalistani flags where known terrorists who have the blood of innocent people on their hands were eulogised. These are cause for concern because frankly Canadian soil is being used by Khalistani elements for anti-India activities.What about Canadian gurdwaras banning the entry of Indian officials in recent months? We did not see strong condemnation from anybody in the Canadian government.This is not the doing of the Canadian government but certainly radical elements have been emboldened. The great Sikh religion that is inclusive benign open to all ethnicities and communities is being hijacked by a very small section of Khalistani elements who control the gurdwaras in Canada. They not only control the gurdwaras but through that they corner a lot of the funds that devotees bring in and they misuse that money. They misuse that platform. It is for the first time that a place of worship a gurdwara is being declared out of bounds to Indian officials.The good news is that there are sober and influential Sikh voices in Canada who have distanced themselves from this approach and from that resolution. But certainly an emboldened section of Khalistani elements continues to make mischief.How do you see this play out when Trudeau meets Modi later this week?There is a shadow on the relationship. There is no doubt about it. But as I said this is not a one-issue relationship. On the matter of Khalistani elements operating out of Canadian soil we have been taking this up with our Canadian friends for a long time and at all levels. It has been taken up with Trudeau also.We would expect a friendly country to show more sensitivity to India s concerns and not allow anti-India activities or hatred and disaffection against India to be whipped up by just a few misguided elements who have made this their business because 99.9% of the Sikh diaspora is friendly towards India and considers India their cultural home. It is just a microscopic section of the diaspora that is doing what it is doing but in the last two to three years since the Liberal government came to power we find they are emboldened.In fact this small section is radicalising Sikhs and this is something we have shared with our Canadian friends too. At the end of the day if you radicalise Sikh youth who are all Canadian youth and give them unsheathed swords to brandish these are not good signs for any democracy or any liberal progressive society.In your understanding why is the approach taken by Justin Trudeau different from say his predecessor Stephen Harper?The Liberal government is courting the Sikh vote and there is no problem with this. If you look at Canadian politics the majority of Sikh votes have always gone to the Liberal Party which is seen as supportive of the community. But why this government is going beyond political needs and arithmetic is beyond me. I do not see them getting an extra bang for their buck but somehow they have decided they are also going to sup with the radicals. They give the radicals the oxygen of publicity by appearing on their platforms. They give them respectability and that emboldens them.I have served in Canada and am very fond of these wonderful people. And much can be done to improve trade relations between the two countries.I call it the three Es of the relationship economic energy and education.On the economic front there is a lot of scope and things are happening. Canadian pension funds are very bullish on India investing between 12 billion and 15 billion Canadian dollars. And there are large companies like Brookfield and Fairfax Holding We are negotiating a deeper more comprehensive economic partnership agreement. This should boost our trade and economic relationship.Canada is an energy superpower and we need energy. Canada can gradually become a key element for India s energy security. We are already importing uranium from Canada.Similarly education. Imagine there was a 60% increase in Indian students going to Canada in one year in 2017. And for good reason: Canada provides quality education. We also routinely give three-year work visas to scholars who have graduated from Canadian schools. And it is not one-sided.A controversy is also brewing over the Canadian prime minister reportedly deciding to not meet Punjab Chief Minister Amarinder Singh over the latter s remarks that members of Trudeau s cabinet have links with Khalistani separatists and then later extending an olive branch to Singh.The chief minister of Punjab is on record saying that it is an honour to receive the esteemed Prime Minister Justin Trudeau of Canada when he visits Amritsar. Going by media reports I read that the high commissioner of Canada was asked to go to Punjab to invite Amarinder Singh for a meeting perhaps with Trudeau. This is very much in keeping with the quality of the India-Canada relationship. We are very happy that the esteemed guest is visiting the holy city of Amritsar and the Golden Temple which is open to people of all faiths. And that is a very happy development.

(Sean Kilpatrick/The Canadian Press via AP) That domestic politics often trumps the enlightened pursuit of national interest abroad is not news. In most countries especially democracies the cultivation of narrowly-based domestic constituencies for electoral reasons has its unfortunate consequences for the conduct of foreign policy. Delhi s perennial focus on elections of one kind or another makes its leaders quite sensitive to the domestic political considerations of India s foreign interlocutors. But Delhi is struggling to make sense of Prime Minister Justin Trudeau s political indulgence of Sikh extremists in Canada. To be sure Sikhs form a third of the Indian community in Canada of roughly 1.2 million or 3 per cent of Canadian population. That only a small section of Sikhs is hostile to Delhi makes Trudeau s approach truly baffling. Prime Minister Narendra Modi who is more than eager to serenade visiting leaders in his home state Gujarat did not travel to Ahmedabad to be with Trudeau on Monday. This underlines the new cooling that is enveloping the relationship. On the face of it the Canadian PM s visit is indeed a valuable opportunity to clear the air on Trudeau s attitude towards Sikh separatism. But it is not apparent at the writing of this column whether he is ready to affirm a strong commitment to the unity and territorial integrity of India and dissociate himself from the Khalistanis. Trudeau s team has been sending conflicting signals even after he landed in India on Saturday. Delhi is disappointed that despite its repeated efforts including at the highest political levels to flag the question of Sikh separatism in Canada Ottawa has seemed reluctant to address India s concerns. Delhi however has rightly decided it must stay engaged with Trudeau who leads one of the world s top economies and is a member of the Group of Seven advanced nations. But Delhi has good reasons to keep its fingers crossed. It is entirely possible that Trudeau s visit instead of putting aside the Khalistan issue could end up aggravating the differences with India. Those with longer memories in Delhi worry that Trudeau s trip could turn out to be the worst diplomatic disaster in India since Queen Elizabeth s visit in 1997. Although the Queen came to India to celebrate the 50th anniversary of Independence a series of incidents ruined the visit. As the Queen travelled to Pakistan before arriving in India the foreign secretary of the Labour government Robin Cook told the then Prime Minister Nawaz Sharif that London could help find a just settlement of the Kashmir dispute. At a moment when Jammu and Kashmir was on the boil Delhi was provoked into an outrage. Prime Minister Inder Kumar Gujral responded to the British offer to mediate by dismissing the United Kingdom a third rate power . When the Queen visited Amritsar to lay a wreath at the memorial for the martyrs of the Jallianwalla Bagh massacre her husband Prince Philip was quoted as saying the the number of deaths may have been exaggerated . A scuffle with the Indian media on the tarmac as the royal aircraft prepared to take-off at the end of tour wrapped up the troubled trip. Two decades later the Indian media is a much larger and far more challenging entity that can amplify even the smallest of Trudeau s missteps into a huge political controversy. Whether Trudeau s visit will help or harm bilateral relations is likely to be decided in Amritsar. Trudeau is scheduled to visit the Harmandir Sahib on Wednesday. One would have thought that Trudeau s meeting with Punjab chief minister Amarinder Singh would send a clear political signal about Canada s rejection of Sikh extremism. After all the Khalistanis have especially targeted Singh. But there have been conflicting signals from Canada on whether Trudeau wants to meet Singh or not. Over the weekend Canadian media cited officials saying that Trudeau had no plans to meet with the CM. Later reports and Singh himself have suggested the opposite. It seems that efforts to arrange a meeting between the two are ongoing. It is indeed tragic that India-Canada relations have become a political hostage to the Khalistan question. What a fall from the exalted tradition of liberal internationalism that once bound Delhi and Ottawa. In the early years of the Cold War India and Canada sought to create political breathing room for middle powers in a fraught bipolar world. At the bilateral level civil nuclear collaboration between the two countries was a shining example of scientific internationalism during the Cold War. India and Canada did fall out when Delhi conducted a nuclear test in 1974 but their bitter arguments were at least about the principles of non-proliferation. It is a pity that Canada s vote-bank politics have grounded a relationship that was ready for take-off just before Trudeau s election. Modi and Trudeau s predecessor Stephen Harper had unveiled in 2015 a vision for strategic partnership that was to build on the many shared interests between the two countries. One can only hope that Trudeau and his team have the political will to put the partnership with India back on track and skill to navigate this difficult moment. The flight took off from Montreal in Canada and was scheduled to stopover at the London Heathrow Airport. There were no survivors. All 329 people onboard the aircraft were killed. Majority of them were Canadian by nationality. Remembering the tragedy noted writer Khushwant Singh wrote in Outlook (November 15 2004) that among the worst (terror strikes) was the blowing up of Air India s Kanishka (June 23 1985) which killed all its 329 passengers and crew including over 30 Sikhs. 08:41 (IST) Speculation about snub to Trudeau wrong: Govt sources Prime Minister Narendra Modi not receiving his Canadian counterpart Justin Trudeau at the airport a courtesy he extended to some world leaders in the past has triggered speculation in Canada that it was a snub to him for the rising Sikh radicalism in that country. However government sources strongly rejected the speculation insisting normal diplomatic protocol has been extended to Trudeau PTI reported. They also expressed surprise over the Canadian side preferring to schedule Trudeau s official engagements in Delhi at the fag end of the tour as against the normal practice of having bilateral meetings during the first part of such visits.

Photograph: Alamy Stock Photo At the New Democratic Party s convention this weekend in Ottawa their new leader Jagmeet Singh declared the time to be timid was over. For a party whose shambling meekness in the last election let Justin Trudeau claim the mantle of progressive champion such a shift could not come sooner. That an opportunity exists to capitalize on enormous hunger for change is apparent. Trudeau harnessed it for his route to power only to betray it in office. The environmental Adonis transformed into an oil barons salesman. An electoral reform promise was broken with a shrug. Instead of a peace offensive we ve gotten a military spending spree; instead of novel social programs novelty socks. The agenda the NDP began unveiling this weekend however needs to become a whole lot bolder. Expanding healthcare to cover drugs and dental-care stopping pension theft and new privatizations closing tax loopholes and building affordable housing: this is an end to the disastrous right-wing slide of past NDP leaders but it s not nearly ambitious enough. For years they ve seemed to believe success depended on becoming indistinguishable from centrist corporate-friendly Liberals: the point now is to become demonstrably different. One problem is that the Liberals can claim they are already pursuing many of these policies or as in the case of pharma-care that it may soon be in their platform. But the main problem is this: it doesn t truly break with the neoliberal economic consensus in Canada that has devastated peoples lives and turned so many off politics. Massive tax cuts for the rich deregulation privatization corporate trade deals and more money for prisons and police: this elite agenda has dominated for nearly four decades. It is why two billionaires own as much as wealth as the bottom third; why wages for a majority have not budged; why corporations have been unshackled to treat the atmosphere like a sewage dump. And yet the population seems more clued in than any of the political parties: Trickle-down economics has been laid bare as a cruel hoax in the view of many Canadians. That s not a line from an issue of the Socialist Worker but from mainstream pollsters. None of neoliberalism s consequences is more insidious than the structural timidity it has entrenched. As the state s capacity for positive intervention has been shrunk political parties have withdrawn from proposing solutions that match the scale our crises. Policy has been eclipsed by a fixation on personality. It is folly to think Singh can succeed by playing into this trend rather than bucking it. Dapper suits boasts about boxing or wrestling skills hopey slogans making a show of public access to candid private moments: all of these are already found in Justin Trudeau s playbook. And while the discrimination Singh has faced is vital to share to show the need to combat racism in Canada his individual story can t become a stand-in for a collective vision: he has to be a pitchman not the product. What is firing people up around the world are not flashy personalities but far-reaching policies. It s a good start that Singh has rejected balanced budgets a destructive neoliberal mantra that has transfixed the NDP for a generation and allowed them to be out-flanked by Trudeau. So too is the refreshing fact that Singh has begun arguing the case for taxation. A bold and transformative agenda funded by taxes and historic government spending as Labour leader Jeremy Corbyn has demonstrated in the UK is not a risk in elections. It is a sure-fire recipe for success. A dramatic challenge to neoliberalism would be just as popular in Canada. The NDP could propose not merely to close tax loopholes but to hike the rates paid by the corporations and ultra-rich which haven t been lower since WW2. To expand healthcare but also create new public services: free tuition universal childcare and a public bank to supplant the predatory loansharks. To defend our deteriorating public infrastructure and to move to publicly own other sectors: energy railways or telecoms providers. To go beyond symbolic support for reconciliation to amplify concrete Indigenous demands for land restitution. And it is not the moment to address the crisis of climate change with prevarication and platitude. That is already the method of the governing Liberals. People are ready to vote for a clean and cooperative economy that unleashes good-paying jobs in renewable energy instead of stop-gaping an oil industry that is on the way out. The surest way to tell that a NDP agenda could massively lift ordinary people s prospects and electrify the public? A backlash from the media and political class. As organizers from Corbyn and Sanders campaigns shared on the outskirts of the convention this backlash only underlined their anti-establishment bonafides. The elite aren t too worried going by their current response: a murmur of self-serving approval for Singh s plans. The NDP has to realize that the howls of out-of-touch pundits would not be a mark of its failure but a guarantee of its promise. It s also how the party could inspire people to go door-knocking for it across the country. What was on display at the Ottawa convention - while larger younger and more diverse than ever - was a party still bent on controlling and managing the energy of its grassroots rather than empowering and channeling it. Widely-supported resolutions on free tuition and more democratic decision-making were resisted and could end up ignored; another on Palestinian rights was stifled completely. There was a similar dynamic when members voted in 2016 to study and engage with the Leap Manifesto: it generated a flood of enthusiasm and revived interest in the party before it was buried by the establishment. The vibrancy of a new generation of activists should not be squandered. If the NDP wants to revive their chances becoming a less timid version of Justin Trudeau won t cut it. They can t hem and haw within Canada s neoliberal consensus they have to overthrow it. Canadian Prime Minister Justin Trudeau and his family visit the Taj Mahal.Agra: Canadian Prime Minister Justin Trudeau who arrived in India last evening on a week-long visit is traveling to Agra today to visit the Taj Mahal. Prime Minister Trudeau who is accompanied by his wife and three children left for Agra from Delhi at 9:00 am. He will be visiting the Taj Mahal at around 10:45 am following which the Canadian prime minister will return to Delhi by 3:30 pm. Justin Trudeau who is in India till February 25 will meet Prime Minister Narendra Modi on February 23. The objective of Prime Minister Trudeau s visit to India is to expand overall ties between the two countries with a focus on defence and security counter-terror cooperation trade and investment and tackling climate change. Both countries are also expected to deliberate on enhancing cooperation in the civil nuclear sector. A number of Justin Trudeau s cabinet colleagues including Foreign Minister Chrystia Freeland Science and Economic Development Minister Navdeep Bains Defence Minister Harjit Singh Sajjan Science and Sports Minister Kirsty Duncan and Infrastructure Minister Amarjeet Sohi are also visiting India. The ties between India and Canada have been rising steadily. Approximately 1.4 million Canadians are of Indian origin and India is Canada s second largest source of immigrants. KOLKATA: Canada today sought Indian investments in the billion-dollar infrastructure sector roadmap of that country over the next 10 years. We see opportunity for Indians participating in the Canadian 180-billion dollar infrastructure (10-year) roadmap Canadian Minister for Infrastructure and Communities Amarjeet Sohi said here today. The areas of infrastructure development include public transit trade corridors port and airport he said after an interaction with members of the Indian Chamber of Commerce. Sohi said Indian investment in Canadian infrastructure is low at present but has the potential to increase. He is part of Canadian Prime Minister Justin Trudeau s current India visit which will focus on job creation and strengthening of ties between the two nations. Sohi said he is hopeful that bilateral trade between India and Canada will grow further. Different Canadian funds have so far invested about 10 billion Canadian dollars in India.

HYDERABAD: Be it the shortage of doctors or lack of proper facilities the number of surgeries performed at government medical colleges in Telangana is significantly lower than those performed in neighbouring Andhra Pradesh. The two procedures where the difference is significant are knee replacement and bypass surgeries. According to official records government teaching hospitals in Telangana saw only 26 bypass surgeries being performed in 2017 even as the count in AP hospitals was a staggering 406. While medical facilities in Telangana are better than in AP the former has more corporate hospitals. He however dismissed lack of staff as a reason for this disparity. Staff shortage is not a major reason as we perform a lot of surgeries in other specialisations apart from orthopaedics and cardiology he said. Underplaying the issue K Ramesh Reddy director of medical education (DME) said that there are 133 specialisations including paediatrics wherein operations can be performed only in government hospitals for patients to avail of the Arogyasri scheme. In these departments he said the count of surgeries in Telangana is way higher. Between January and December we have performed a total of 77 915 major surgeries and another 1 77 986 minor surgeries across teaching hospitals in Telangana. The same trend continues in the outpatient and inpatient departments where we treated scores of patients in 2017 said Ramesh Reddy adding that lot of neurological and plastic surgeries and renal transplants among others have been performed in these facilities. Raising their concern over the disparity house surgeons said that it limits their scope for hands-on experience. The Bharatiya Janata Party today said it would give a fitting reply to those criticising the Narendra Modi government for not doing anything for Andhra Pradesh. The BJP said it would exhibit to the people a list of facts and figures and projects the Centre had sanctioned for the state. A misinformation campaign is being carried out against the Central government saying it had done nothing for AP and had ignored the promises made in the AP Reorganisation Act 2014. We will go to the people and place all the facts before them BJP state president Kambhampati Haribabu said. Barring three promises we have fulfilled all the others. In fact the Centre has given much more to the state than what was provided for in the Reorganisation Act Haribabu added. The state unit s office-bearers district presidents and senior leaders of the party held an extensive meeting here today and discussed the ongoing political developments in the state in the aftermath of the presentation of Union Budget 2018-19. The meeting assumed significance against the backdrop of a slugfest between NDA partners BJP and TDP over Central aid to AP in the last four years. Addressing the meeting Haribabu who is an MP from Visakhapatnam said only the Dugarajapatnam port Kadapa steel plant and Visakhapatnam railway zone did not happen though they were promised in the Reorganisation Act. Though the railway zone at Visakhapatnam was found to be not feasible the Centre is discussing the issue with neighbouring states to find a way out. We are hopeful that a positive decision will come out soon he said. The port and the steel plant were under the active consideration of the Centre Haribabu added. Referring to the renewed demand for grant of special category status (SCS) to AP the MP said a special economic package that was equivalent to the SCS had been granted to the state. The dispute over bridging the state s revenue deficit (for the year 2014-15) would also be resolved soon he said adding that development was possible only through mutual co-operation between the Centre and the state. It has been so till now and hopefully will continue in future as well Haribabu said adding the Narendra Modi government was fully committed to help the state grow further. KADAPA : Five bloated bodies of suspected red sanders smugglers were fished out of a lake near Vontimitta on Kadapa-Tirupati highway in Andhra Pradesh on Sunday just 48 hours after a gang allegedly wriggled out of police clutches metres away from the site. Police said identity or cause of death is not known but suspect the deceased could be from Tamil Nadu. A senior police officer of Kadapa district denied cops chased smugglers but confirmed routine search operations of vehicles to stop movement of smugglers. Kadapa police shifted the bodies to the government hospital mortuary. The autopsy will ascertain cause of death. While villagers said they spotted seven bodies police could fish out only five from the lake. Police also recovered bags and belongings from near the lake. This comes a day after police opened fire in the air to stave off stone- pelting red sanders smugglers deep inside Seshachalam forest in Tirupati district. Five smugglers were arrested while others escaped into the forest Kadapa cops say no combing operation Speaking to TOI Kadapa superintendent of police Babuji Attada said they received information about floating bodies from villagers on Sunday afternoon. The deceased have not been identified. We can divulge details after identities are known he said. Asenior AP intelligence official said On the intervening night of Friday and Saturday police tracked down a vehicle carrying red sanders logs. On being intercepted the smugglers swiftly abandoned the vehicle and fled. The vehicle was shifted to the forest department and there was no encounter. We have to investigate whether the bodies were of red sanders smugglers. Speaking to TOI Kadapa hospital forensic doctor Prof Anand Kumar said After the autopsy on Monday we will zero in on cause of death. The viscera will be sent for forensic examination to find presence of diatoms. Villagers however said the men are not from surrounding villages but workers from Tamil Nadu who cut and transport red sanders logs. It s alleged men are smugglers who drowned while trying to escape a police combing party. Kadapa SP Babuji said no combing operation had been carried out in the area over the week. Officer on Special Duty (OSD) Operations Adnan Nayeem Asmi rushed to the spot and took stock of the situation. Later he issued a press statement saying they are verifying missing persons cases in adjacent districts. A case has been registered under Section 174 of CrPC. With the help of fishermen police and fire service personnel are still searching the lake for more bodies.
Andhra Pradesh Police are investigating the surfacing of seven bodies in a lake in Kadapa district s Ontimitta on Sunday. No external injuries were found on their bodies District Superintendent of Police Nagi Reddy told NDTV. The deceased may have been labourers working for red sanders smugglers unidentified officials said. Police however said they did not have any details about their identity yet. Since it must be 24 to 48 hours after death the bodies are bloated and it is very difficult to find out who they are and how they came there and what caused their death Nagi told NDTV.The Red Sanders Anti-Smuggling Task Force chief M Kanta Rao claimed he was not aware about the bodies found and said his team did not have operations in the area.

New Delhi: The proposed petrochemical complex at Kakinada in Andhra Pradesh a joint project of GAIL and HPCL seems to have hit a roadblock with the Centre asking the state government to pay Rs 5 000 crore upfront in the form of viability gap funding (VGF).Establishing a greenfield crude oil refinery and petrochemical complex has been mandated under Schedule XIII of the Andhra Pradesh Reorganisation Act 2014 which paved the way for the creation of Telangana state.The complex at Kakinada East Godavari district is proposed to be jointly set up by GAIL and HPCL both central PSUs.After a feasibility study by Engineers India Ltd GAIL and HPCL signed a memorandum of understanding with the AP government during the Partnership Summit in January 2017 for setting up the 1.5 MMTPA petrochemical complex on a 2 000-acre site in the Kakinada Special Economic Zone.But the Rs 30 000-crore project did not take off with the Centre and the state squabbling over the VGF said a top official.The proposed complex with a cracker unit was supposed to produce ethylene and its derivatives. SBI Caps did a preliminary financial appraisal and concluded that with a debt-equity ratio of 2:1 the project will yield internal rate of return of 9.8 per cent as against the hurdle rate (the minimum rate of return on a project) of 15 per cent. To bridge this gap viability gap funding in the form of an interest-free loan of Rs 1 438 crore per year has been suggested for a 15 year period beginning from the Project Zero date the official told PTI.Following a meeting between Chief Minister Chandrababu Naidu and GAIL authorities it was decided that SBI Caps would revise the financial model pegging down the power and water supply rates he said.Besides an upfront VGF payment as soft loan was also agreed to be examined taking different IRRs (internal rates of return). The detailed techno-commercial report for this project was still being prepared he added. The AP government has requested the Centre to reduce the IRR to 10-12 per cent on the lines of HPCL s Barmer refinery in Rajasthan. For the Barmer refinery the VGF has been reduced from Rs 3 736 crore to Rs 1 123 crore per annum adjusting the IRR to 12 per cent. But the Centre has been insisting that we chip in with a VGF of Rs 5 000 crore the senior official involved in the project pointed out.Naidu during his visit to New Delhi in January took up the issue with Petroleum Minister Dharmendra Pradhan and expressed the state government s inability to foot the VGF bill. He wanted the petroleum ministry to take up the burden. We are awaiting a response from the Centre to our plea the official added.Meanwhile the state government also suggested an alternative location for the proposed project. Instead of Kakinada we proposed that the cracker unit be set up at the upcoming Machilipatnam Port which is closer to the state capital Amaravati. This will help in economic development of the region. The Centre is yet to respond even to this plea said the official.
NEW DELHI: The differences between BJP and TDP show no signs of abating with the former being secure that Andhra Pradesh chief minister N Chandrababu Naidu does not have any option of an alliance outside the NDA and the saffron party keeping the doors open for Jagan Mohan Reddy-led YSRCP to walk in post Lok Sabha elections if it needs the numbers. TDP is in a fix over the Narendra Modi government refusing to play ball on several promises made by the previous Manmohan Singh-led dispensation when Andhra Pradesh was bifurcated to form Telangana. Sources said payments for works done on a slew of projects including Polavaram irrigation project to those in new capital Amravati are pending as the costs have gone up and the Centre is not willing to provide the funds as per the revised estimates. YSRCP the main political opponent of TDP has declared that its MPs will quit if Andhra Pradesh is not given special status by April 5. While both parties are aware that the 14th Finance Commission has made it clear that no state can be given special status it has not prevented them from raking up this issue. However YSRCP has been alleging that TDP has been unable to get funds for AP from the Centre despite being a part of the NDA. This has made TDP up the ante against the Centre sources said. BJP has not been very forthcoming on the demands being made by TDP in the last four years. Home minister Rajnath Singh had made a call to Naidu but that was only to reassure him. Moreover with Congress now a weak force in AP- 174 of its 175 candidates lost their deposit in the last Assembly elections in 2014- BJP has the option of having a post-poll tie-up with YSRCP. Sources said while a pre-poll alliance with BJP does not suit either TDP or YSRCP things would be different after elections. The people of Andhra Pradesh are wounded and if they are not given justice it will be painful Chief Minister N Chandrababu Naidu said on Saturday NDTV reported.Naidu s Telugu Desam Party the BJP s only ally in the south has been at odds with the Centre since February 1 alleging that the Union Budget did not allocate enough to Andhra Pradesh. On February 12 the party called the Centre s 27-page status report on aid given to the state a cinema script or fiction document . All through the first half of Parliament s Budget Session TDP leaders also protested inside the Lok Sabha and Rajya Sabha over the issue. The party s main demand is that the Centre grants the state the Special Category status which will bring in large amounts of central funds as aid.On Saturday Naidu told NDTV at a summit organised by The Hindu in Bengaluru that he came to Delhi 29 times to meet Prime Minister Narendra Modi and other ministers but the centre s promises for financial support for the state have still not been met.Referring to how the Congress lost power as the people were angry with its decision to bifurcate Andhra Pradesh Naidu said the people punished the party that has done injustice for them in a democratic way . So what I am asking today Government of India is if you won t do justice the already wounded soldiers (of Andhra Pradesh) if you touch them it will be very painful. VIJAYAWADA: Irked over the lack of allocation for Andhra Pradesh in the Union Budget chief minister and TDP president N Chandrababu Naidu has convened an emergency meeting of the party on Friday to take a call on whether to continue with the TDP-BJP alliance both at the Centre and in the state. Soon after the presentation of the Budget on Thursday Naidu conducted a teleconference with party leaders as well as TDP MPs in Delhi and convened a meeting of the TDP parliamentary board on Sunday. The allocations are very dissatisfactory and it is for BJP to explain how it will address this. In the meantime we will take the message to the people as to how AP was completely ignored in the Budget was Naidu s message to TDP leaders. Sources said several ministers and MPs told Naidu that the injustice can be answered only by severing ties with BJP. However Naidu advocated restrain for the time being and suggested that they wait for the Budget session to end before taking any decision. However by the evening he convened meetings on Friday and on Sunday as the disappointment over the treatment meted out to AP in the Budget was wide and deep said sources. In the evening Naidu met ministers and pointed out the railway projects sanctioned for Maharashtra. It is very disappointing he is said to have remarked. If this is the situation we will have to rethink the alliance said spokesperson Jupudi Prabhakar Rao. The chief minister is unhappy. We expected funds for AP but the Budget ignored the revenue deficit state and instead favoured developed cities like Mumbai and Bengaluru said agriculture minister Somireddi Chandramohan Reddy.
NEW DELHI: BJP is making all efforts to reason with ally TDP on its various demands for Andhra Pradesh with PM Modi keeping a tab on the developments. But chief minister N Chandrababu Naidu is not satisfied with the assurances and his MPs have threatened to walk out of NDA if the demands are not met. Modi has given the responsibility of placating TDP chief to BJP president Amit Shah and FM Arun Jaitley. He has also promised TDP leaders that he will get in touch with Naidu to sort out the issues sources said. Last week saw hectic activities from both sides with TDP protesting in Parliament and near the Mahatma Gandhi statue on the premises. TDP MPs raised slogans and displayed placards in the Well of the House. YSRCP and some Congress MPs from Andhra too protested to press for giving more funds to Andhra Pradesh. The Andhra CM was away in the UAE last week but soon after he returned on Friday he got a call from Shah. Modi is likely to speak to Naidu after he returns from the four-nation tour. Modi has asked Shah and Jaitley to mediate. The FM gave some assurances in his reply to the budget debate in both the Houses but this hasn t satisfied TDP. The two BJP leaders are likely to hold discussions with TDP leaders this week. Naidu has had his way with the Centre during the Deve Gowda and AB Vajpayee governments but does not have much bargaining power with the present dispensation as BJP has a clear majority in the Lok Sabha. TDP is bargaining hard and protesting aggressively to get more funds for building the new Andhra capital in Amravati the Polavaram project and a new railway zone at Vishakapatnam. Naidu should realise that he can get more from Modi by discussing the issues. The prime minister is not the type who will yield under pressure a senior BJP leader said. Another senior BJP leader said the Centre found that Naidu has waived some farmer loans and incurred other expenditure but is demanding reimbursement from the NDA government for them. Pandering to his request will lead to a flood of similar requests from other states including those ruled by BJP a situation the Centre does not want to get into. BJP leaders are aware that TDP may finally pull out of NDA though after a few months and closer to the elections assembly polls in Andhra will be held along with the Lok Sabha polls early next year. This may help TDP pin the blame for not doing enough for AP on the Centre s non-cooperation .
Even as the Bharatiya Janata Party (BJP) claimed that the Narendra Modi-led NDA government has done maximum for Andhra Pradesh the state has refused to relent. Reports have indicated that chief minister and Telugu Desam Party supremo N Chandrababu Naidu instructed his partymen to keep up pressure on BJP till justice is done to the state. Naidu s unwillingness to relent to BJP s overtures is not without reason. The sentiments in the state are so strong that the perceived injustice is the spotlight of the day. Here s why: 1. The Government of India is supposed to compensate for the revenue deficit as the residuary state of Andhra Pradesh lost capital city Hyderabad to Telangana. This city accounted for the lion s share of the combined state income. The revenue deficit was initially estimated at Rs 16 700 crore. The amount was later revised by the Centre to Rs 7 500 crore and the central government only paid Rs 3 977 crore. While the Andhra government claims that the revenue deficit to be paid by the Centre is Rs 12 500 crore the Centre claims that the due in this regard is merely Rs 138 crore. Finance Minister Arun Jaitley told Parliament that the central officials are discussing the issue with the state officials to arrive at a consensus on how much should be paid to the state in this regard. But nothing seems to be materialising much to the chagrin of Naidu administration. The state government meanwhile. has proposed that the Centre may appoint a committee headed by none other than the former IAS officer YV Reddy to settle the dispute. However a senior functionary in the state government who is in the knowledge of things told Firstpost that the Centre is not forthcoming in this regard. The re-organisation of the state was strongly opposed by the people of Seemandhra who now constitute the residuary state of Andhra Pradesh. But as the then UPA government took a political decision to bifurcate the state special category status was promised to Andhra Pradesh to assuage the feelings of the people of the state. Thus the bifurcation of the state was predicated upon the assurance by the then prime minister on the floor of the House and the two cannot be separated. In fact the BJP has been demanding special status for ten years. However the UPA government conceded to this demand and agreed to grant such a status to Andhra Pradesh for a period of only five years. Despite the fact that senior BJP leaders like M Venkaiah Naidu and Jaitley were the authors of special status the Narendra Modi government has refused to grant special status to Andhra on the pretext that the concept of special status seizes to exist with the new devolution formula proposed by the 14th Finance Commission. However the NDA government promised special package in lieu of specials status. As per this it was promised that the Centre would fund to the tune of 90 percent in regard to centrally funded schemes. Thus the additional central grant is arrived at Rs 16 447 crore. The Centre proposed to compensate this through higher central component in Externally Aided Projects (EAPs). But the execution of such projects would take time. Therefore the state preferred direct fiscal transfers. As half of the 14th Finance Commission period was already over the state government desired 50 percent of payment. But the state government also argued that the Centre has hardly paid Rs 400 crore. 3. The State Reorganisation Act promised railway zone for Visakhapatnam. But even this decision is inordinately delayed as Odisha seems to be not in favour of it as it would lose the earning centre like Vishakhapatnam. Though the Centre is not making it explicit it is clear from even a cursory look that the BJP due to its political stakes in neighbouring Odisha is dragging its feet on implementing the provisions of an act passed by Parliament. The argument that the Vizag railway zone will be unviable is fallacious as Vijayawada and Guntakal will be added to Vizag zone once it is separated. When Ram Vilas Paswan could ensure railway zone for Hajipur and it is viable why can t Visakhapatnam opined leaders from Andhra. 4.The reorganisation act has also promised to set up a steel plant in the backward Rayalaseema district of Kadapa. The district has iron ore mines. The state government has even offered to give these mines as captive mines for the proposed steel plant on free of cost basis as the quality of the ore is low grade. This offer of the state government would make the proposed steel plant viable as raw material itself accounts for 50 percent of cost of production. While the private steel plants of Tatas Jindals etc. have been allotted captive mines by the government of India the public sector Visakhapatnam Steel Plant is denied such captive mines forcing the plant to incur losses. Inflicting further insult on the state now the Centre is not coming forward to set up Kadapa steel plant despite state reorganisation act recommending it. 5. As per the act the Polavaram project will be taken up as the national project and the Centre would bear the expenses. But due to inordinate delay in clearing the bills the state government is incurring an interest burden of Rs 300 crore. To avoid this the state urges the Centre to create a revolving fund but to of no avail. 6. As per the reorganisation act the centre has agreed to provide funds for the development of necessary infrastructure in seven backward districts of Rayalaseema and North Coastal Andhra. So far only Rs 1 050 crore were released at the rate of Rs 150 crore per district. What kind of infrastructure can be created with this meagre funding only centre should know. 7. The reorganisation act also mandates Centre to fund the construction of a green field capital at Amravati for the state of Andhra Pradesh as the existing capital of Hyderabad became the capital of Telangana. However no specific resources were mentioned in the act. Taking advantage of this the NDA government has granted only Rs 1 500 crore so far. The fact that the underground drainage works taken up in Vijayawada and Guntur were also included in this head on the pretext that these two cities also fall in the capital region has further infuriated the state. 8. The centre has to set up Dugarajapatnam Port in the Nellore district of Andhra Pradesh. But the construction encountered certain objections as sensitive ecosystem of Pulicat Lake and the satellite launching station ISRO of Sriharikota are very near to Dugarajapatnam. But the centre neither addresses these hurdles nor propose an alternate place. 9. Andhra Pradesh should also get a petroleum refinery and cracking unit as per the bifurcation package. But the HPCL-GAIL consortium is reportedly seeking a viability gap funding of Rs 1 200 crore per year for a period of 15 years from the state government. The state feels this is unfair as it is the assurance of state bifurcation and any such viability gap funding should come from the centre itself. 10. To implement the state reorganisation act centre has already setup several educational institutions in the state. But the flow of funds is tardy and the these institutions are yet to take off in any significant manner. Andhra feels that is has been let down. Neither the provisions of state reorganisation act nor the promises made therein and thereafter have been fully implemented leaving no other option for the state but to protest. The rift between the Bharatiya Janata Party (BJP) and ally Telugu Desam Party (TDP) seems to be widening further with the latter expressing displeasure over the allocation given to Andhra Pradesh in the Union Budget and TDP chief N Chandrababu Naidu asking party MPs to keep pressuring the government to demand a substantative announcement for the state media reports said. Naidu currently in Dubai called an emergency teleconference meeting with TDP MPs late on Thursday and said that the Centre was behaving in such a way that it was making people of Andhra Pradesh feel that they were not part of the nation said a report in The Times of India. During the conference some of the TDP MPs told Naidu that the party should keep up the tough stance towards the Centre. Naidu told us to protest in a serious way. Special package to Andhra Pradesh Naidu s teleconference came hours after Finance Minister Arun Jaitley said on Thursday said that the Centre was sympathetically working on all issues concerning Andhra Pradesh and a decision on a special package would be finalised over next few days. Jaitley who was replying to a debate on the general Budget in the Lok Sabha told agitating members from Andhra Pradesh including those from the TDP that a package was promised to the people of Andhra Pradesh after Telangana was carved out of it and while several parts of the package had been implemented some work was being done. Cracks in TDP-BJP alliance Unhappy with Jaitley s statement in Parliament and claiming inadequate allocation of funds to Andhra Pradesh Naidu on Thursday reportedly told the TDP MPs that the state was being given step-motherly treatment by the Centre. TDP BJP s biggest ally in the South earlier expressed disappointment over Jaitley s Budget that it said did not address the state s needs. Since the last few weeks there has been a strong mood among TDP leaders to break away from the alliance with the BJP. Some senior TDP leaders on 2 February said off the record that almost everyone including many district unit chiefs wanted the party to end the alliance. Naidu has also reportedly expressed serious displeasure over the Union Budget and wondered why the Centre ignored the state. Naidu s dilemma Naidu and the TDP have repeatedly shifted their stance on the alliance with BJP in the last few days. On 2 February Naidu apparently dissuaded his senior party colleagues from speaking about the fate of the alliance with BJP. Two days later the TDP said its alliance with BJP in Andhra Pradesh and the Centre was very much alive. As and when it is required the chief minister and party chief will take the decision. As of today it (the alliance) is just going on. We never said (about snapping ties)...it s all speculation TDP leader and Union minister Y Satyanarayana Chowdary was quoted as saying by PTI on 4 February. Three days later launching a scathing attack on the government TDP gave the Centre an ultimatum. The party even hinted that if the demands were not met the TDP would leave the alliance. We have maintained the alliance dharma for five budgets. This is the final chance to fulfil your promises and assurances. It is now or never. Amaravati: Amid reports of a strain in ties between the BJP and the TDP Andhra Pradesh Chief Minister N Chandrababu Naidu said on Wednesday that it is a problem between the two governments which is to be resolved in Parliament and not on the streets.He also asked the Centre to spell out a plan of action for the state with clear timelines.The Telugu Desam Party (TDP) had earlier publicly voiced unhappiness over the recent Union budget not offering any special benefits to Andhra Pradesh. This is a problem between two governments (the Centre and the state). This is a problem on which we have to fight in Parliament and not on the streets Mr Naidu told his party MPs legislators and senior leaders in a teleconference.He demanded that a special discussion for two hours be taken up in Parliament to debate all issues related to the bifurcation (of AP) and review the implementation of the Andhra Pradesh Reorganisation Act 2014. The implementation of promises made in the Rajya Sabha by then Prime Minister Manmohan Singh and the special economic package announced by Union Finance Minister Arun Jaitley (in September 2016) should also be reviewed he said. The Centre should clearly spell out what it has done for the state in the last four years and what it will do now. It should announce a plan of action with clear timelines Mr Naidu said.On Mr Jaitley s statement in the Rajya Sabha yesterday over Andhra Pradesh s revenue deficit and assistance under externally-aided projects Mr Naidu asked What is this new formula (for bridging the revenue deficit) now? When no formula was applied to divide the state why a new formula now to help the distressed state? he asked. It is not correct to refer only to the funding from the National Bank For Agriculture And Rural Development (NABARD) when we sought an assistance from Hudco and other agencies as well under employee assistance programmes (EAP) he added.Mr Naidu directed the TDP MPs to continue the din in Parliament even if you get suspended . We have converted the problems of AP into a national agenda. The injustice done to AP has become a point of debate across the country. We now have to go ahead rationally and secure our rights the TDP chief said.Since it was the previous (UPA) government at the Centre that committed the mistake the onus was now on the current (NDA) government to rectify it he said.Notably amid an unease in its ties with the BJP a delegation of TDP MPs including Union ministers Ashok Gajapathi Raju and YS Chowdary had met Home Minister Rajnath Singh on Monday. BJP state president and MP K Haribabu recently wrote a letter to Union Home Minister Rajnath Singh requesting that an exclusive Governor be appointed for AP in place of E S L Narasimhan who has been holding charge of both AP and Telangana since June 2 2014. The BJP s floor leader in the Assembly P Vishnu Kumar Raju even criticized the Governor for being biased against AP .
